This article introduces solutions to some topical problems of legal regulation of human and civil rights by municipal public authorities. The research featured constitutional, municipal, and other sectoral norms that regulate the actions of municipal authorities in providing human and civil rights and freedoms. The list of general scientific and special methods included the system analysis, the method of analogy, the comparative legal analysis, the legal forecasting, etc. The resulting proposals can improve certain legal provisions in this sphere, thus improving the quality of life in the Russian Federation.
