Цель исследования – разработать и обосновать теоретико-методологические положения стратегирования инструментов повышения эффективности работы легкой промышленности на основе государственно-частного партнерства (ГЧП). Работа основана на общей теории стратегии и методологии стратегирования В. Л. Квинта. Объект исследования – «Межотраслевой инновационный комплекс». Определено основное направление стратегического развития – внедрение замкнутых циклов водо- и энергопотребления. Разработана миссия объекта стратегирования, основанная на снижении нагрузки на экосистемы и повышающая конкурентоспособность продукции. Сформулированы стратегические приоритеты – сочетание государственного и частного финансирования при поддержке надежных структур управления имеет решающее значение для эффективного внедрения устойчивых практик. По каждому приоритету определены стратегические цели, гарантирующие его реализацию и обеспечивающие конкурентные преимущества. В работе представлена прогнозируемая рентабельность проекта производства целлюлозы на примере компании «Межотраслевой инновационный комплекс» по годам (2024–2040) как направление расширения деятельности объекта стратегирования. Результаты исследования могут быть использованы в деятельности предприятий, занимающихся организацией повышения эффективности работы легкой промышленности на основе ГЧП. Исследование посвящено анализу особенностей ГЧП в целлюлозно-бумажной промышленности на примере проекта по созданию завода по производству целлюлозы из лубяных культур в Пензенской области. Рассмотрены экономические, экологические и институциональные аспекты соглашения между Минпромторгом России и компанией «Межотраслевой инновационный комплекс», включая структуру финансирования (30 % – государство, 70 % – частный сектор), механизмы минимизации рисков и вклад в импортозамещение. При помощи методов прогнозной аналитики оценена динамика рентабельности проекта, выявлены такие ключевые факторы его долгосрочной устойчивости, как гибкие налоговые условия и синхронизация с перспективными отраслевыми инициативами. Особое внимание уделено роли ГЧП в достижении технологического суверенитета через внедрение инновационных методов переработки сырья и интеграцию в глобальные цепочки добавленной стоимости. Результаты продемонстрировали, что концессионная модель позволяет балансировать между стратегическими задачами государства и коммерческой логикой бизнеса, формируя основу для структурной трансформации ресурсоемких отраслей.

Public-private partnership (PPP) may be an efficient strategizing tool in the light industry. Professor V. L. Kvint’s theory of strategy and strategizing, applied to a pulp and paper production company, revealed the sustainable water and energy cycles as the main areas of strategic development. The resulting strategizing approach focused on the environmental impact and competitiveness. The major strategic priorities were to combine public and private funding with reliable management. Each priority was provided with strategic goals that pursued competitive advantages. The case study featured the projected profitability of the Intersectoral Innovation Complex of pulp and paper production for 2024–2040. It yielded a project for a pulp and paper plant in the Penza Region, Russia. This PPP project can be used by other light industry enterprises. The project covered the economic, environmental, and institutional aspects of the agreement between the Russian Ministry of Industry and Trade and the Intersectoral Innovation Complex. The funding structure was as follows: 30% government, 70% private sector. It involved risk mitigation mechanisms, contributions to import substitution, and profitability forecasts. The key factors of long-term sustainability included flexible tax conditions and synchronization with major industrial initiatives. The PPP strategy made it possible to achieve technological sovereignty through innovative processing methods and integration into global value chains. The concessionary model provided a balance between the strategic objectives of the state and the commercial logic of businesses, triggering a structural transformation of resource-intensive industries.
